As part of the business planning process to address the Troubled Families challenge, councils and their partners need to understand the cost of the different interventions and outcomes that are associated with these families. Five councils collaborated to compare estimates of these costs as part of the Birmingham/Greater Manchester Troubled Families Exemplar Project
